To consider the decisions of the Cabinet meeting held on 4^th October 2023.

Consideration was given to the decisions of the Cabinet Meeting held on 4^th October, 2023.

RESOLVED that the decisions be received as a true record of proceedings.

Consideration was given to report of the Scrutiny & Democratic Officer.

It was reported that the date on the report should be amended to read 10^th January, 2024.

RESOVLED, subject to the foregoing, that the Forward Work Programme for the meeting on the 10^th January, 2024 be accepted. (Option 1)

The report of the meeting held on 25^th October, 2023 was submitted.

RESOLVED that the report be noted.

Consideration was given to the report of the Chief Officer Resources.

RESOLVED that the report be accepted and Cabinet provided the appropriate challenge to the financial outcomes in the report; continued to support appropriate financial control procedures agreed by Council and noted the budgetary control and monitoring procedures in place within the Capital Team, to safeguard Authority funding (Option 1).

Consideration was given to the report of the Chief Officer Resources.

RESOLVED that the report be accepted and Cabinet provided the appropriate challenge to the financial outcomes in the report; noted the application of Reserves; considered and challenged the Action Plans attached at Appendix 2; and approved the budget virements detailed in paragraphs 5.1.18. (Option 1)

Consideration was given to report of the Chief Officer Resources.

RESOLVED that the report be accepted and Cabinet approved the Council Tax base calculation for 2024/25 as detailed in Appendix 1, tables 1 to 6, and that the Council Tax Base for tax setting purposes be 20,936.36.

Consideration was given to report of the Head of Organisational Development.

RESOLVED that the report be accepted and Cabinet approve the report and the ongoing actions to support improvement in attendance. (Option 2)

Consideration was given to report of the Chief Officer Commercial & Customer.

RESOLVED that the report be accepted and Cabinet considered the position statement on performance for the period 1st April 2022 to 31st March 2023 against the SLA in place with SRS; and agreed to receive annual updates as part of the ongoing partnership with SRS. (Option 1)

Consideration was given to report of the Head of Legal & Corporate Compliance.

RESOLVED that the report be accepted and Cabinet was informed of the Council’s performance with regard to complaints made to the Public Services Ombudsman for Wales. (The report has been considered by the Governance and Audit Committee with assurance that the process for the monitoring of complaints is robust and the performance information provided reflects these practices).  (Option 1)

Consideration was given to report of the Corporate Director Regeneration & Community Services.

RESOLVED that the report be accepted and Cabinet endorse the Abertillery Placemaking Plan, its vision and core ambitions for the future. This will enable us to finalise the draft of the delivery plan and take steps towards the implementation of the projects that will be contained within it. (Option 2)
