Consideration was given to the report of the Team Manager Development Management, whereupon:-

Upon a vote being taken, it was unanimously

RESOLVED that Planning permission be GRANTED subject to the conditions detailed in the report and delegated powers be granted to the Service Manager Development & Estates to refuse the application based on reasons associated with the need for a Section 106 Agreement if the applicant fails to make meaningful progress to enter into the Agreement within six months of the date of this Committee.

To discuss any areas for members briefings and training.

The Chair advised the Committee that Member Briefing Sessions and Training would be arranged towards the end of September early October and would include Section 106 Agreements and refresher training for Material Planning Considerations.

RESOLVED accordingly.

To consider the report of the Team Leader Development Management.

Having regard to the views expressed by the Proper Officer regarding the public interest test, that on balance the public interest in maintaining the exemption outweighed the public interest in disclosing the information and that the report should be exempt.

RESOLVED that the public be excluded whilst this item of business is transacted as it is likely there would be a disclosure of exempt information as defined in Paragraph 14, Part 1 Schedule 12A of the Local Government Act 1972 (as amended).

It was proposed and seconded that a structural survey of the property be undertaken and the findings be brought back to Committee for further consideration in due course.
