Consideration was given to the report of the Team Manager – Licensing and Commercial.

 

The Senior Licensing Officer spoke to the report and gave an overview of the application.  One objection had been received on behalf of Tredegar Ward Members.  One Tredegar Ward Member said that the objection had been submitted without his knowledge or consent and wished his objection to be withdrawn. 

 

The Application was made for a new premises Licence in respect of The Looking Glass, (‘The Applicant’) of 10 Castle Street, Tredegar Blaenau Gwent in accordance with the Licensing Act 2003.

 

Members of the Sub-Committee were advised by Licensing Officers that their function today was to determine the application for the new Premises Licence in accordance with the Licencing Act 2003 and that the options open to Members were:-

 

·        To grant the licence

·        To grant the licence with modifications to the conditions

·        To exclude any licensable activity to which the application relates

·        To refuse to specify a Designated Premises Supervisor

·        To reject the licence application

 

Members were aware that in considering this application that they must also take into account the provisions of the Licencing Act 2003 and the Council’s Licensing Policy and take into consideration the guidance issued by the Home Office under Section 182 of the 2003 Act and the Council’s Licensing Policy and the licensing objectives which were:-

 

·        The Prevention of Crime and Disorder.

·        Public Safety.

·        The Prevention of a Public Nuisance.

·        The Protection of Children from Harm.

 

Copies of the application were sent to the specified responsible authorities with representations made on the application by Blaenau Gwent County Borough Council’s Environmental Health Department and Gwent Police.  The Applicant agreed to amend the application to include conditions which satisfy the concerns raised by Gwent Police and the Councils Environmental Health Department.

 

The Sub-Committee when reaching their decision also took into account oral representations made to them by the Licensing Officers present, Counsel for the Applicant and the written submissions made by the other persons who objected to the application.

 

The Sub-Committee after carefully listening to all representations were satisfied that the adoption of the conditions by the Applicant as suggested by the relevant responsible authorities would not lead to a contravention of the Licence objectives and grant the Licence in accordance with the application made by the Applicant.

 

RESOLVED that the report be accepted and the Licence in respect of The Looking Glass, 10 Castle Street, Tredegar Blaenau Gwent be granted.
