04/06/2020 - Consideration on Highways Maintenance, Highways Mechanical Sweeping and Side Waste Restrictions Re-Commencing Following Covid – 19 Lockdown ref: 18    Recommendations Approved

Following Welsh Government’s announcement on Friday 29th May 2020, to ease some of the Covid – 19 lock-down movement restrictions:-
1. People have started to return to work, use of the highway network has increased substantially which has resulted in an increased number of complaints and reports being received which require action.
2: The reopening of drive-through fast food outlets. is anticipated to further increase highways traffic and increase litter levels
In addition a significant increased level of black bag waste is being collected, to encourage residents to continue to recycle Side Waste restrictions need to be reinstated.

Decision:

1. Reinstatement of highways maintenance patching works.
2. Reinstatement of mechanical sweeping and general litter picking operations.
3. To gradually reintroduce side waste restrictions/enforcement.

18/03/2020 - Temporary changes to service and closures due to Covid 19 ref: 17    Recommendations Approved

Due to the immediate impacts of Covid 19 and to comply with Government guidelines and legislation, decisions taken to protect the public and staff.

Effective from: 18/03/2020

Decision:

• Registration Services - with immediate effect and until normal operations resume
o Standard terms and conditions financial penalty clauses relating to postponement and cancellation of ceremonies waived
o All ceremonies to be limited to a maximum of 10 people plus the couple (i.e. 12) to support social distancing (this number to include all attendees at the ceremony e.g. photographers, bridesmaids, children, etc).
o Deferral of non-essential appointments

• Archives search room - with effect from Wednesday 18 March 5 PM
o Closure of public search room until further notice (remote enquiries, e.g. emails and letters will continue to be responded to)

• Public Library Service - with effect from Friday 20 March, 3:15 PM
o Closure of public library service until further notice except ‘at home’ delivery service which will continue but with additional safeguards (three day minimum quarantine period for books and amended doorstep practice)

• Leisure Services - with effect from Friday 20 March, 3:15 PM
o Closure of all leisure services until further notice
