Consideration was given to the report of the Licensing Team Leader, presented to seek approval for the updated Gambling Act Policy.
The Licensing Team Leader informed Members that the Policy needed to be reviewed and approved by Full Council every 3 years, and had been brought before the Committee for prior comment. The Policy would need to be agreed to take effect from February 2016. The revised Policy features amendments and additions following the introduction of the Licensing Condition and Codes of Practice 2015.
- The revised Policy placed more responsibility with all gambling operators - they would now need to carry out a locality risk assessment to include a number of risk factors identified within the policy and ensure any potential impacting risks within the community were minimised.
- All gambling operators would be issued a copy of this Policy and trained if needed by the authority's licensing officers.
Members questioned whether the Policy would have a substantial impact on the Licensing Officers time and workload, the Team Leader Licensing assured Members that the anticipated time training was minimal.
RESOLVED that the report would be accepted and the revised Policy be approved in principle and submitted to Full Council for approval.
