AUTHORISATION OF OFFICERS TO UNDERTAKE RELEVANT LICENSING FUNCTIONS
Having regard to the views expressed by the Proper Officer regarding the public interest test, that on balance the public interest in maintaining the exemption outweighed the public interest in disclosing the information and that the report should be exempt.
RESOLVED that the public be excluded whilst this item of business is transacted as it was likely there would be a disclosure of exempt information as defined in Paragraphs 12 & 14, Schedule 12A of the Local Government Act 1972 (as amended).
Consideration was given to the report of the Service Manager - Public Protection.
The Service Manager, Public Protection explained that usually Authorisation of Officers was dealt with under Executive, but in accordance with the Constitution, the officer authorisations outlined in the report were a function of the Statutory Licensing Committee.
It was proposed that the staff contained in the report should be authorised to exercise the relevant functions under the following legislative provisions in Blaenau Gwent:
- Licensing Act 2003
The Chair asked if the Torfaen staff would undertake their duties in Blaenau Gwent buildings. The Service Manager, Public Protection explained that although staff from Torfaen would still be based at Torfaen, there was flexibility for them to work in Blaenau Gwent if required. It was noted that Blaenau Gwent staff was authorised to work in Torfaen.
RESOLVED, that the report be accepted and the Authorisation of Officers be approved.
