3. LICENSING ACT 2003 - POLICY REVIEW

Consideration was given to the report of the Corporate Director Environment and Regeneration, which was presented to seek approval to consult on a revised Licensing Act Policy, currently being formulated in partnership with Gwent Licensing Authorities.

The Team Manager - Trading Standards & Licensing spoke to the report, highlighting points contained therein, and highlighted that the Policy Review was not due for consideration until November 2015.

  • Financial Implications - associated costs related to postage and staff time; Officers were unaware of any additional burdens and, in an effort to maintain expenditure as low as possible, the Authority would be providing a link to the internet to alleviate printing costs.

In respect of the review of licensing fees, the Team Manager - Trading Standards & Licensing confirmed that discussions were ongoing at Senior Officer level and would be progressed in line with appropriate Legislation. He clarified that Licensing Act fees were set Nationally by Central Government.

RESOLVED that the report be accepted and that consultation be approved on the revised Policy, currently being formulated within the Gwent Licensing Forum.

* Following the consultation, the matter would be reported to the Licensing Committee to formally consider the draft Policy and consultation responses.
