3. LICENSING SUB-COMMITTEE

Consideration was given to the report of the meeting held on 31st July, 2014.

RESOLVED that the report be accepted and having considered the relevant provisions of the Licensing Act 2003 (in particular section 4) and the guidance issued under Section 182 of the Act and the Licensing Policy of Blaenau Gwent County Borough Council the decision contained therein be accepted, namely to refuse the application for a variation of a premises licence - The Inn Place, 33 Market Street, Tredegar.

4. REVISION OF GAMBLING FEES

Members considered the report of the Corporate Director Environment and Regeneration.

At the invitation of the Chair, the Team Leader - Trading Standards & Licensing spoke to the report and highlighted the salient points contained therein.

He explained that Section 212 of the Gambling Act 2005 required, amongst other things, that the amount of a fee to be determined by a licensing authority should aim to ensure that the income from fees of that kind as nearly as possible equated to the costs of providing the service to which the fee related. Therefore, whilst the Authority could not profit from the fees, reasonable costs could be recovered through the fees.

A brief discussion ensued in relation to the level of fees, particularly in relation to family entertainment centres and betting premises when the officers replied to questions and clarified points raised.

Upon a vote being taken it was unanimously,

RESOLVED that the report be accepted and the 2014/15 annual fees for licences issued under the Gambling Act 2005 be revised and capped at 606 in respect of Family Entertainment Centres and Adult Gaming Centres with immediate effect.
