The minutes of the Social Services Scrutiny Committee held on the 16th June, 2016 were submitted.
RESOLVED that the Minutes be accepted as a true record of proceedings.
ANNUAL REPORT OF THE DIRECTOR OF SOCIAL SERVICES 2015/16
The Corporate Director of Social Services spoke to the report outlining key points which included the service transformation in Children's Services and Adult Services. The Service Manager for Development and Commissioning had been a key link in the transition of staff into the Business Support Service and due to arrangements in place the change had been seamless.
The Corporate Director of Social Services expressed her appreciation for the hard work and commitment of staff and colleagues and was wholly confident in the ability of the Social Services team even with all of the challenges ahead and limited resources.
The Head of Children's Services spoke to the report outlining the key facts and figures in relation to Children's Services. Positive results could be seen from allowing families who moved outside a Flying Start area to continue accessing Flying Start services. An invitation was extended to any Members who wished to join the Corporate Parenting Board.
In reply to a Member's question, the Head of Children's Services explained that an allocated budget and capacity for the use of legal services had been agreed at CMT. However, if further pressures became apparent and prolonged there may be a requirement to employ an officer on a fixed term contract. A Member requested further detail in respect of the use of legal services including financial data.
The Head of Children's Services said that the workforce was definitely the principal asset as officers undertook outstanding work even though there were challenges ahead.
After Service Users
The Head of Adult Services highlighted improvements within the aftercare service for users who were discharged from hospital. It was noted that Community Connectors assisted people who were lonely and isolated within the community.
The officer concluded by advising that the number of POVA referrals were above target.
Commissioning & Partnerships
The Head of Adult Services spoke to the commissioning and partnerships section of the report highlighting the key points.
In reply to comments raised by Members, the Head of Adult Services explained that all staff received the necessary training and records were maintained of staff training. It was noted that the current computer software used to capture this information was sufficient; however, a new system would be developed in due course to enable authorities to share necessary information.
RESOLVED to recommend, subject to the foregoing, that the report be accepted and the information contained therein be noted.
RETIREMENT - CORPORATE DIRECTOR OF SOCIAL SERVICES
The Corporate Director of Social Services gave thanks to Scrutiny for all the work they had undertaken and thanked her team members for all of their support over the years.
