Consideration was given to the report of the Corporate Director of Environment and Regeneration.

At the invitation of the Chair, the Executive Member - Environment explained that the report outlined a proposal made to Welsh Government by One Voice Wales for all local authorities to adopt a unified Welsh policy for a fair and consistent approach to the fees charged by local government for the burial and cremation of children i.e. the removal of burial and cremation fees including the EROB (Exclusive Rights of Burial) for children under 18 years old. This proposal had been fully supported by all local authorities.

For those authorities who had committed to waiving the associated burial and cremation fees, Welsh Government had allocated an annual grant of 600,000, which would be available from 1st April, 2018. This grant would be fixed and proportioned and upon receipt of confirmation of commitment, Blaenau Gwent would be allocated the appropriate grant allocation.

The Executive Member - Environment concluded by proposing that the recommendation be endorsed. This proposal was seconded.

Upon a vote being taken it was unanimously,

RESOLVED that the report be accepted and the extension of the removal of all charges for children under 16 years to under 18 years be approved and;

„ It was noted that these applicable charges include those associated with the EROB (Exclusive Rights of Burial) and Memorial headstone permit charges.

„ The charges applicable for the EROB and further additional headstone inscriptions would be applicable should a further adult interment be requested in the same grave space.

The joint Officers' report was submitted for consideration.

The Leader of the Council confirmed that the proposed fees and charges confirmed and reflected the decisions made at the Special Meeting of the Council held on 25th January, 2018 i.e. that where applicable fees and charges would increase by 5% above inflation to 7.2% with the exception of cemetery fees which would only increase by inflation i.e. 2.2%.

In addition, Aneurin Leisure Trust had proposed that Council considered allowing the Trust to raise its core prices by approximately 7.2% in line with the Council's proposals. The Leader of the Council concluded by proposing that the recommendations outlined in the report be approved. This proposal was seconded.

Upon a vote being taken it was unanimously,

RESOLVED that the report be accepted and

„ The fees and charges register for 2018/2019 be agreed which included the core price increase for Aneurin Leisure Trust. It should be noted that Council had agreed in January 2018 that cemetery fees would only increase by inflation i.e. 2.2%.

„ The fees and charges register be amended in relation to charges relating to burial fees for a child under the age of 18.

„ All officers dealing with income should be reminded that the income policy should be adhered to with the intention of achieving full cost recovery where possible or no longer providing the service. However, separate business cases were required for political agreement to be obtained, for proposals to no longer provide a service.

„ The income policy should be reviewed during 2018/2019 taking into account a more commercial approach to income generation.

Advisory Panel for the Appointment of Local Authority Governors

The following recommendations were made by the Panel on 5th February, 2018 to appoint:-

Councillor N. Daniels - Abertillery 3-16 Learning Community
Mr A. Tuck - Tredegar Comprehensive School
Councillor M. Moore - Georgetown Primary School

Upon a vote being taken it was unanimously,

RESOLVED that the above appointments be endorsed.

The Executive Member - Education advised that there were currently 8 Local Education Authority vacancies on School Governing Bodies, as follows:-

1 at Coed-y-Garn Primary School
1 at Deighton Primary Primary School
2 at Ebbw Fawr Learning Community
1 at Pen-y-Cwm Special Primary School
1 at Soffryd Primary School
1 at Ysgol Brohelyg Primary School
1 at St. Illtyd's Primary School


Aneurin Bevan Community Health Council

To appoint a representative to replace Councillor G. Paulsen on the above.

Upon a vote being taken it was unanimously,

RESOLVED that Councillor M. Day be appointed to replace Councillor G. Paulsen on the Aneurin Bevan Community Health Council.
